SUNY Orange cannot continue "business as usual" operations.  Currently the institution has a $1.7M budget shortfall due to declining enrollments that the campus is trying to mitigate by implementing a hiring freeze, offering a one-time voluntary retirement incentive, looking for cost-savings through bids and RFPs, etc.  Since 87% of our budget is comprised of salaries and benefits, it will be necessary to re-size our institution based on realistic enrollment assumptions.  The CampusWorks business process review will be useful in determining the best way to utilize technology and create process improvements that will streamline operations and allow opportunities for value-added initiatives that will move the institution forward.

Consequences of this initiative not being funded

If the structural budget deficit is not addressed, we will be kicking the can down the road and delaying the tough decisions and the future financial stability of our institution will be compromised.

Balancing the budget on realistic assumptions will ensure that SUNY Orange can deliver high quality programs and services into the future and secure financial stability by addressing difficult current issues and making the tough decisions now rather than putting a bandaid on it and pushing the problem forward.
Creating process efficiencies and using technology more effectively will allow for continuos improvement throughout the campus.
In order to secure future financial stability, the institution must work together and be committed to long-term planning, assessment, and prioritization. We have limited financial resources and we must make sure that we are using them in the best and most effective way for our students and employees. The budget is a reflection of the institution's long-term plan and it must be balanced.

The PBIE Committee agreed that VPAF Dauer's plan to balance the budget based on realistic expectations is extremely important.  However, we decided not to rank it because it is a function of the VPAF position.
