Work with IT and the Student Services Division to automate the requirement for the Financial Responsibility Statement to be electronically signed prior to registration.

Initiative TitleWork with IT and the Student Services Division to automate the requirement for the Financial Responsibility Statement to be electronically signed prior to registration.
Submitted in Previous Year(s)2024
Critical Information, Notes, Justification, Rationale

Recently, SUNY and the State of New York have implemented new rules and laws that significantly affect our collection agencies’ ability to recover outstanding funds owed to the College. SUNY has eliminated the practice of withholding transcripts for unpaid balances, and New York State has reduced the statute of limitations for collections to three years. These changes create a much smaller window to pursue outstanding debts, which results in the College not being able to collect or being responsible for paying collection fees on any funds recovered by our collection agency. Additionally, many collection agencies are no longer willing to accept placements if a system is not in place that requires students to acknowledge a financial responsibility statement.

Consequences of this initiative not being funded

Unfortunately, the College’s receivables will increase. In addition, for any funds recovered by collection agencies, the College will be required to pay the associated collection fee - rather than the student, which can be as high as 33% of the outstanding debt.
